Hello members! Just as a reminder, voting for the future recording secretary is occuring. Ballots have been mailed out and are due by August 18th!

As voting is going on, we wanted the members to get to know the other positions of the future eboard. Read about them below!

President: Olivia Duong
Criminalist for 7 years, political activist, and Queens, New York native. I am proud to have served as your Delegate for the past 3 years. Every month I represent you by attending union delegate meetings downtown, meeting with fellow local officers, and reporting back news and directives from the DC37 leadership. I am also a member of the newly formed DC37 Voices for CHANGE committee to organize around political action and legislation of racial justice issues. In my free time I volunteer for local and state political campaigns.

I’ve seen firsthand the breakthrough transition from a chapter into our own local. Our voice, once inconsequential at chapter meetings, is now strong and vital in discussions about the collective future of DC37. We finally have a seat at the table; our momentum cannot and MUST NOT be stopped!

I believe that collective bargaining is essential for advancing and protecting our rights in the workplace. I’m a first-generation Chinese-American. My parents were refugees from the Vietnam War. I grew up with the profound experience that unions are the reason why families like mine could succeed. My father worked over 30 years as a union custodian and was able to provide a family of 3 children with quality healthcare and a college education. Because of his union, he knew he would be defended when employers made unreasonable demands. Because of his union, my father was able to retire with dignity. I grew up understanding that unions do not just “exist” – they require participation, hard work, and energy to stay strong and vibrant.

In her time as president Donique has brought the most meaningful gains in the history of our union. Although she cannot be replaced, I will continue the work bargaining for good contracts, advocating for all members and involving our members in every aspect of the union. I will continue the fight for our overdue raise with the Municipal Labor Council. I would like to grow our local involvement—shop steward programs, social committees, and more so that we can keep giving back to our members. Let’s extend our community to our sisters and brothers in other DC37 locals and take part in the larger labor movement.

1st Vice President: Daphne M. 

Inspired by the massive changes and opportunities afforded to us as our own local, I understand that keeping the momentum of progress means participating in the process. As an active member of Local 3778, I began to see that our voices were being heard and that the changes that stemmed from this were heartening and awesome.
As 1st Vice President, my goal is to both support our President and ensure that I support all of you, the members, who are the heart and soul of this local. As e-board members, we exist for you and the gravity of that responsibility is not lost on me. The careers we have, the jobs we do, the hours in the workplace we spend, and the experiences that come from those things are massive parts of our lives. Let’s work together to make them some of the best parts of our lives. I look forward to working with all of you to continue building a stronger union.

2nd Vice President: Emily Shulruff
My name is Emily and I have been a Criminalist at the Police Lab for 6 years. When I first started working, I knew that being part of a union was a good thing because it provided certain benefits and protections as an employee but I didn’t really know the ins and outs of it. Over the last few years, I have tried to learn more about our union and the opportunities that it can provide. I was involved in the salary negotiation committee and have helped with the annual holiday party. I am so proud of the achievements that Donique and the rest of the e-board have made in creating our own local. As 2nd Vice President, I am excited to continue the great work that they did and to see what other improvements we can implement to best serve our members.

Secretary-Treasurer: Daniel Santamaria Outeiral

Hello. For those of you that don’t know me, my name is Daniel Santamaria Outeiral. I was a trustee with Local 3778 two years ago, then took on the position of Secretary-Treasurer last year. This year, I am fortunate enough to have been nominated as your Secretary-Treasurer once more. When I first became involved with the Local, I came in with a simple mission: To continue to make our Local stronger, more efficient, and fun. I think on that account, your executive board has thrived and will continue to thrive, thanks to the great increase in member participation that we are seeing. We have a website now to ensure everyone has access to important information, as well as a fantastic communications officer that is constantly working to improve it. We have our own logo now, thanks to the wonderful entries submitted by you, the members. I, myself, have worked to digitize and organize union paperwork, because the quicker we can access necessary information, the better prepared we are for any challenges that may present themselves to this Local. We wouldn’t be able to do all of this, nor any of the fantastic ideas we have for the future, without each and every one of you. Safety Officer: Michael Crowe 

My name is Michael Crowe.  I am nominated to be the local’s safety officer for another year.  I have been at the lab since 2011, where I have been involved with casework, instrumentation, and training before becoming a supervisor in 2018.  I started attending Union meetings when I first started at the lab, but like a lot of people, when I got busy with casework I stopped going to meetings.  Later I realized if I wanted change to happen, I needed to get involved to help make that change instead of sitting by and complaining, but letting others do all the work.  I briefly served as Chapter Vice President before filling as President due to a vacancy. As President I started the process for us forming our own local.  Since the formation of our local, I served as Safety Officer for the past year, working with the health and safety officer of the lab to try and keep our workplace as safe as possible, never more important than right now as we deal with this pandemic.  I look forward to continuing in this role to help to maintain a safe environment for everyone at the lab and for those members who need assistance in this area in their own workplaces outside the lab.  When working in the lab you can usually find me in Room 424.  You can also reach me through the local email, my email (Michael.crowe14@gmail.com) or call me at 315-717-7348.  I look forward to working with the new e-board and with all of you to continue in the great strides made by the previous e-board and to help lead this local to further success.

Communications Officer: Ashley Kuptsow
Hello all! You probably know my name already just because I helped create the website you are currently reading! I really hope in the past year, you have utilized all that is avaliable from this website. This could be from contacting the union email for safety concerns or reading a post about Black Lives Matter. I really want this website to be as user friendly as possible for all members of the local to use. I also want this website to become a useful tool and a valuable resource. As I continue to be communications officer in the upcoming year, I will work on this goal. I will make sure to keep the website updated with all current information. Also, if anyone does have any recommendations for things to put on the website, feel free to email the local! I would love to hear suggestions! I am looking forward to working with our new eboard.
