About Local 3778

            Members of AFSCME, DC 37, Local 3778 are civilian employees of the New York City Police Department (NYPD).  We are Administrative Architects, Administrative Project Managers, Architects, Associate Project Managers, Assistant Architects, Assistant Chemical Engineers, Assistant Mechanical Engineers, Criminalists, Graphic Artists, Mechanical Engineers, Operations Communication Specialists, Principal Title Examiners, Program Research Scientists, Space Analysts and Supervisors of Mechanical Installation Maintenance serving the five boroughs of New York City.

Our City Research Scientists work to foster a safe and fair city into all facets of Department operations and solve the problems that create crime and disorder.  Scientists analyze and evaluate Departmental policies, programs, and resources to make recommendations that ensure maximum organizational efficiency and effectiveness. Our Architects, Engineers, and Project Managers uniformly combine their disciplines to meet the ever-changing demands of the Police Department buildings and facilities.

Our Criminalists work within the Police Laboratory and Property Clerk. They are responsible for the scientific analysis of forensic evidentiary material such as hairs, fibers, gunshot residue, accelerants, blood alcohol, questioned documents and controlled substance and drug identification, firearm toolmarks, explosives, imprints, impressions, plastics, paints, glass, fingerprint development/ comparisons, fire debris analysis and other types of trace and forensic evidence analyses/comparisons. Criminalists report independent findings to law enforcement, District Attorneys’ Offices, Defense Attorneys’ Offices, and testify to the findings in court as necessary.  

Our Property Clerk Criminalists are responsible for accepting, cataloging, safeguarding, storing, producing as required for court, returning to the legal owner, or otherwise legally disposing of all property, in particular, controlled substances coming into the custody of the New York City Police Department.
